local-infile is set to "0" for our shared hosting customer due to security reasons. we suggest if you absolutely need to import the data and you do not have it in .sql format, is installing a local copy of MySQL onto your computer, importing the information using this directive, and then dumping the information back out in the .sql format. While it is additional work on your part, it will allow you to successfully import the data to our MySQL instances without requiring a server-wide configuration change.
If you absolutely require the "local-infile" option enabled in MySQL with us, we would suggest a Virtual Private Server or Dedicated Server.
